1. What is a government budget surplus and how does it affect the amount of savings that a government does?  What happens if the surplus turns into a deficit?
2. What would an economist say is the difference between saving and investment?
3. In the market for loanable funds, what is being loaned?  What is on the horizontal axis?  The vertical axis?
