In DHA8015, you are to develop a preliminary dissertation proposal that utilizes the framework of Action Research. The format of the draft proposal should conform to the Scientific Merit Action Research Template Form (SMART) for professional doctorates as described on the School of Public Service Leadership doctoral research page, linked under Resources. Review the Dissertation Proposal course project description for further details.

I used the wrong form and incorrect format. I will upload the correct form, please use Final paper and old smart form for revision, everything should be in a paragraph format with references underneath.
