Discussion Question - Theory of Constraints

Earlier, Alex says, "Somewhere in the scientific method lies the answer for the needed management techniques." Here Alex and Lou finally seem to determine what the "necessary management techniques" should be. What are their conclusions? Do you agree? Does the Theory of Constraints provide these "necessary" techniques?
