Suppose a retail store instituted an "English-Only" rule for one of their departments after a non-Chinese speaking customer complained that the employees in that department were saying bad things about him in Chinese after trying to return a purchase. The owners of the store stated that the policy was necessary to ensure safety for their customers.

  1. Did the owners of the retail store break any laws? Why or why not? If so, which ones?
  2. Do you feel that the actions of the store owners are discriminatory?
  3. Should employers be able to require that only English be spoken at the workplace? What if it's necessary for safety reasons?
