What does it mean to see?  (100 word response)

"If a tree falls in a forest and no one is around, does it make a sound?" This is a pretty common riddle for sound perception.  Let's turn this around for vision. If a light flashes and no one is around to see it, does it still flash?  How is light perceived by the human brain?
