Final CPT – United Nations Security Council on the issue of
Ukraine
Mission:
Ukraine is a sovereign nation. The recent president has been deposed and civil unrest
has overtaken the nation. In response, Russia has just launched an invasion of Crimea
and other parts of eastern Ukraine. Their reasoning is to protect the ethno-Russians that
are living in those areas. An occupied part of Ukraine (Crimea) has had a referendum
that decided Russian re-unification of the area. Russia has just signed a treaty agreeing
to annex Crimea. Further unrest is brewing in the surrounding areas.
The UN wishes to ensure, firstly, the peaceful resolution of this issue.
The UN Security Council has been assembled to assess the situation and to provide
recommendations to the UN General Assembly.
The members of the Security Council include five permanent members: the United
States, United Kingdom, France, Russian Federation, China and ten non-permanent
members: Angola, Chad, Chile, Jordan, Lithuania, Malaysia, New Zealand, Nigeria,
Spain, Venezuela.
Tasks:
Groups of two will formed (and only one group of three as there are an odd number of
students in the class), with each group representing one country. A lottery will determine
which group gets which country. Each group will be responsible for:
1)
A rough copy of your research will be required.
Gathering newspaper, magazine, academic articles/information about Russia's
plans and the world's reaction to them. You must also research Russia's stance on
the
Budapest Memorandum, 1994
and the
Treaty of Brest-Litovsk, 1918
2)
A profile must be developed of the country chosen, that is, what is your country's
stance, military capabilities, goals and views on aggression?
As the Security Council, you will meet and discuss the issue and each country will
develop a
one-page resolution
. Examples of resolutions are:
i.
request talks over matters of common concern
ii.
protest strongly and demand talks
iii.
accept/refuse arbitration
iv.
cut off all trade (sanctions)
v.
threaten military intervention (not possible as Russia has veto power)
vi.
suggest an international committee or organization to intervene in the dispute
.
*Justify your actions using the various articles in the UN Charter and by referring to other
examples of aggression.
3)
Final Task:
Each student from each group will prepare a 4 page (typed)
research
analysis
on this experience and the issues discussed. Your research
analysis must be written in paragraph style with a thesis statement. All
researched material must be cited within the analysis and a bibliography
