Can you elaborate on how:

"the training and learning goals were well incorporated in the manufacturing process since there was a drastic improvement in the type of the coke that they are producing."

Also, can you elaborate on what the training and learning goals were and how they were measured?  Isn't the measurement of key performance indicators to the key to using a balanced scorecard?
