CAN YOU DO THIS BUSINESS PLAN?

I like some do a business plan for TARCO MINERAL RESOURCES, this company is involve into mining and sale of Gold, we want to mining two mining site in Liberia, but we need to solicit fund from our partnern in the amount of $30, 000USD this amount is be used for the following reason, License fee five thousand ($5,000USD)  bank balance of $15,000USD, as Government requirement, $3,000USD  office space for one rent which is also a requirement. we can finance minder to buy at lower rate 25USD PER gram and we can buy $1400 gram from each of our mining site in two month, and the mineral can be so for atleast 40USD per gram locally and international.
