I am impressed with your performance on the writing of your resource and budget management plan!! The resources should have been assigned costs on the resources sheet within Project file and then assigned to each of the tasks (work packages), these are the subtasks that are not bolded, on the Gantt Chart view. The tasks are the work to be performed and who (resources) will do the work. So your true costs are possibly not reflected properly.
