Police Function - Old Concept or New Idea?

 One may assert police abandoned traditional public interaction in favor of technological interfaces - resulting in increased crime.

 Surplus military technology is offered to police - police often take on the appearance of (and possibly the actions of) soldiers in a combat-zone rather than community-oriented policing officers.  Police often react to situational responses as though the public is the enemy.
