What is the difference between strategic control and operational control?  Give an example of each.

How do we figure out what our strategic controls should be to align with our strategic plans?

Our reading brings up the idea that something as important as policies and procedures can not just support, but can also obstruct strategic execution.  How do you think these could obstruct the strategic process?  Can anyone provide an example?
