1.  Throughout this course, you will be working on several aspects of system acquisition that will result in a complete System Acquisition Plan document for a project of your choosing. You will not actually be performing the acquisition, but you will work extensively with the concepts of good system acquisition practices. Additional information and the deliverables for each Individual Project will be provided in the assignment description for that project.

Project Selection:

The first step will be to select a project as the target for your system acquisition plan. This project will be used as the basis for each of the assignments throughout the course and should conform to the following guidelines:

  • Nontrivial: The selected project should be large enough to allow reasonable exercise of the system integration planning processes.
  • Domain Knowledge: You should be familiar enough with the organization or system category to allow focus on the planning tasks without significant time required for domain education.
  • Accessibility: You should have good access to the people and other information related to the organization or system because this will be an important part of the process.

Select a system acquisition project that fits these requirements and submit your proposal to your instructor before proceeding further with the assignments in the course. Approval should be sought within the first several days of the course. Your instructor will tell you how to submit this proposal and what notification will be given for project approval.

    • Identify at least 3 outsourced alternatives for the system. These sources may be any combination of outsourced development, customized, or off-the-shelf software.
    • Include a summary of the key benefits and limitations of each sourcing alternative.

  • Requests for Proposals
    • Prepare a request for proposal (RFP) for the system selected for the project.
    • Include sufficient requirements to eliminate interpretation errors in the requests.
    • Outline constraints such as budget, timeframe, quality, performance, or any other issues that may materially affect the quote.
    • Provide a response to the RFP for each of the sources identified in the previous assignment. The information you provide will be used later for evaluation purposes (i.e., you should act in the vendor role for each sourcing alternative). This information should be realistic but can be the

    • Identify the key elements of a proper system acquisition contract.
    • Prepare a template contract for your project that could be used when the source vendor is selected.
    • Include all contract elements identified in the first step.

  • Comparative Analysis and Recommendation
    • Describe an in-source alternative for this project, including resources, budget, and timeframe.
    • Compare and contrast the in-source alternative with the outsource alternatives from the earlier parts of the project.
    • Provide a summary recommendation for the best alternative and include justification for the selection.
