Accounts help - next year budget

I did to increase the staff payment to 3% but I have trouble with the rest of the direction of the overview

It is an exercise to manipulate the number to create another budget

The original is the sheet called budget and budget again. On the overview tab look at at line 23 what I suppose to do and line 35 how to do it. These the directions to manipulate the budget again sheet to have our budget based on the overview direction
