The student will be required to identify a problem in public administration. The paper should include an abstract, introduction, background on the issue, detailed presentation of the importance of the issue, discussion of possible solutions, and a recommendation for the solution. The paper should be 8-10 pages and include a minimum of five scholarly resources to support their work.

Please note that there are many ways to complete the requirement—and most people do a complete paper and that is great. Some people do a hybrid paper and annotated bibliography and others just an annotated bibliography. I will use the rubric to grade what you submit. It isn’t my role to tell you how to meet the requirements. But I do want to make sure you have an example that helps you. That is what I put on the site and if it is confusing to you, please disregard.
The main issues I want to highlight though are the table of contents and the literature gap requirements. I find that a lot of students will submit a high quality paper but not have a TOC and I have to leave that 20 point section at a blank or 0. A secondary issue I find that the literature gap isn’t always addressed either.
