the analysis here is COMPLETELY independent from the initial memo from 10/19 (your Midterm *attached as 460 midterm*), though you will need to rely on the facts provided in the 10/19 and 10/26 memos. Here is the new information from the applicant:
a. The address is 101 N. Main Street.
b. It is in the Downtown Specific Plan area.
c. The general plan for the DTSP is “commercial”.
d. No residential uses are allowed in the DTSP, so that will require a Specific Plan Amendment.
e. The building permit will be issued over-the-counter.
Based on the new information from the applicant I believe the following are required:
1. A building permit for the off-site sign for Garry’s Garage
2. A Minor CUP for off-site sign
3. A CUP for residential remodel with restaurant, and potentially a Specific Plan Amendment for the residential use (the SPA depends on the City Attorney’s opinion whether that use is grandfathered in or not).
As you know, at the time of adopting the Downtown Specific Plan, the City sent notice of area to the Gabrielino/Tongva Tribal Council, the Gabrielino-Tongva Tribal Council, and the Coastal Gabrielino-Diegueno Band of Mission Indians. The City received the responses from each organization that essentially was the same: those projects along North Main street are not of historical interest or significant to our nations; Because of the continued occupation an excavation of that area, our organizations require no notification of projects unless such will require excavation below 5 feet in depth. Please take this information into consideration when answering the last item on the first page and section XVII.

1. Prepare a checklist analysis for a building permit for the off-site sign for Garry’s Garage
2. Prepare a checklist analysis for a Minor CUP for off-site sign
3. Prepare a long form analysis for the CUP and Specific Plan Amendment (together) for the residential remodel with restaurant
B. Native American Notification (Written answer to be submitted: ¼ to ¾ page)
1. When so we need to submit notification?
2. Do we need to notify the affected Native American groups again? Why/Why not?
