Introduction

Purpose:  The purpose of this paper is to provide information that will support implementing an information system to help reduce home health time card fraud as well and potentially helping to reduce abuse to home health patients.

Motivation:  This topic is interesting because currently there are no federal rules that govern home health care. There are also no check and balances performed when nurses or aides present time cards to management. If an information system is implemented, hopefully we can reduce fraud costs and help stop abuse to home health care patients.

Method: The paper will accomplish its goal by informing the reader of the history and purpose of home health care as well as the rules and regulations governing this program. I will also provide information that will detail the nation average cost of home care. I will also include information from some individual cases of home care fraud. Finally, I will list the history of information systems and provide details as to why I feel a system will be beneficial to home care.

This paper provided information to support the growing concern for home care abuse and home care’s continuously rising cost. This paper also provided information that supported why implementing an information system could help reduce home health time card fraud and potentially help to reduce abuse to home health patients.
