1) How is rule making different than legislation?  Does one carry more weight than the other? Do laws and rules affect citizens in the same way?  Why or why not?

2) Should an administrative board have the same kind of appeals process as a litigated case? Why or why not? What are the advantages and disadvantages to working with both approaches?

3)What constitutes a monopoly in the market? Is a monopoly an inherent problem that must be fixed or is there some leeway when it comes to evaluating the relative importance of the monopoly?

4)From a legal perspective, what forms the foundation of confidence? Do you feel that there need to be some specific legal policies to have confidence? What about some general legal structures?
