In 2021, the tragic case of Gabby Petito, a young woman who went missing during a cross-country trip with her fiancé Brian Laundrie, captured national attention. Bodycam footage from a police encounter showed Gabby visibly distressed, but officers seemed to focus on her fiancé, raising questions about law enforcement’s understanding of domestic violence and coercive control.
Gabby’s death highlighted the need for trauma-informed care, better collaboration between law enforcement and crisis intervention teams, and survivor-centered practices. Her family has since become advocates for domestic violence prevention, raising awareness of warning signs and support systems for survivors.
Initial post:
In your initial post, reflect on how principles of victim advocacy could have improved the response to this case and outcomes for Gabby and others in similar situations. Based on this case, please address the following:
1. What specific principles of victim advocacy (e.g., trauma-informed care, survivor empowerment, or emotional support) were missing during the law enforcement encounter with Gabby Petito, and how could their application have changed the trajectory of this case?
2. Imagine you are a victim advocate working alongside law enforcement during this case. How would you intervene or advise officers to ensure Gabby received appropriate crisis support?
3. Cases like Gabby Petito's often highlight the media’s role in amplifying certain cases while others go unnoticed. How can victim advocacy frameworks address the disparity in attention and resources provided to survivors of domestic violence, particularly those from marginalized communities?

Designing a Survivor-Centered Action Plan: A Holistic Approach to Crisis Response
You are tasked with working as part of a multidisciplinary team to design a comprehensive Collaborative Action Plan for addressing sexual assault and partner violence. You will assume the role of a Crisis Response Coordinator tasked with designing a comprehensive collaborative action plan for addressing sexual assault and partner violence. Your plan will outline strategies for how law enforcement, court systems, and crisis intervention teams can work together effectively, with an emphasis on survivor-centered approaches, trauma-informed care, and innovation.
Develop a three-part action plan addressing the following components:
· Law Enforcement: Outline strategies for immediate safety measures, evidence collection, survivor communication (e.g., trauma-informed interviews), and perpetrator accountability.
· Courts: Propose legal protections (e.g., restraining orders), prosecution strategies, survivor rights advocacy, and court accommodations for trauma survivors.
· Crisis Intervention Teams: Design trauma-informed care practices, survivor support services (e.g., counseling, housing), and community resources for long-term recovery.
· Interdisciplinary Coordination: Explain how these three fields can collaborate effectively to ensure a seamless response. Include strategies to improve communication, share information, and address potential barriers.
· Innovative Solutions: Incorporate at least one innovative element into your plan, such as: A mobile app for real-time survivor-law enforcement communication, a virtual survivor support group program, a training program to improve trauma-informed practices within one of the fields, etc.
Write a 1000-1200-word report in proper APA format, double spaces, with proper citations and references.

In Chapter 2 of Reddington and Bonham text, the authors discuss policies on the use of force by police. In the spring and summer of 2020, many policies came into public discussion following a number of events involving police officer-involved shootings. You will see some of the discussions on Campaign Zero and #8cantwait. The terms “police reform” involved police departments, and local, state, and the federal government passing laws and policies governing the police. Please examine how New York Assembly and governor reacted to the police reform. In addition, Minneapolis took a few actions to improve police-community relations.
· Who do you believe is most appropriate to establish the use of force and other policies by police? Is it the department? Is it local or state government? Is it the federal government? Explain your reasoning.
· What role should unions play in policy formulation and representation of police?
· Cite an example in which you believe effective policy was implemented. Also cite an example in which policy was not effective.

Consider the authors’ positions in Chapter 4 of Reddington and Bonham text. Review the syllabus of the majority opinion in United States Supreme Court, Arizona et al. v. United States (2012) No. 11-182. Finally, examine the Department of Homeland Security Immigration Enforcement Actions for 2016. Now, answer the following questions.
· State your areas of agreement and/or disagreement with the authors in Chapter 4. Explain why you agree and/or disagree with the authors.
· Having considered all three sources of information, in what area do you feel the federal government should most focus its immigration policy? What areas do you believe should be left to the state and local governments, to the extent they legally have enforcement authority?
· Answer the same questions from the perspective of state and local governments by stating the areas in which they should focus resources in the area of immigration enforcement. What areas should they leave for the federal government?
· Assume you were engaged in criminal justice policy in your state. In what areas do you believe that the federal and state government should work together for successful immigration policy? In what areas would you work with local officials?

Read the grant application in Case Study 4.1 on pages 148-156 of Welsh and Harris text and address questions 1, 2, and 3 on page 156 as follows:
· Are all the resources requested consistent with the stated goals and objectives? Why or why not? Give at least two specific examples of resources and explain why they are needed.
· What is the most expensive budget component in the application? Briefly summarize it and provide justification for it.
· Based on the concepts discussed in Chapter 4, what is missing from this application or what could be improved? Give at least one specific example and explain.
· Visit the BJA Programs & Initiatives. Research any available grants for this program and explain whether or not you believe your analysis through question 1 fits the requirements of the grant.
· Identify any available funding in your state or the State of Missouri, using the same analysis in question 2 above.
· Identify any available private funding with specific citation and discussion of the program.

During Stage 4, you will develop your Action plan, using the guidance in the Reddington and Bonham text, Chapter 4, and Stage 4 as outlined in the Appendix Sections A through E on page 257. Pay particular attention in Section A to the identification of resources and cost projections, as funding for any criminal justice program or policy depends on available resources. Create a specific budget, including line items and break-downs to illustrate the components of your final figure. For example, if a line item is "salaries," break down the total figure to state the actual number of staff and salary for each. It is important to explain how you arrived at the figure. For example, if you are developing a program in a state, do online research to project salaries for similar positions and explain the resource and method you used. For Section B, do not assume that resources will be available. Research particular grants and other types of funding available for your type of program. Many grants are considered to be for start-up funding, and applications must explain the plan for ongoing funding. Explain how you will plan for ongoing funding. If it will require an appropriation from the legislature, explain how you plan to accomplish that. If it is a reallocation of funds, explain where the funding will come from and how you plan to accomplish the reallocation. You might consider funding opportunities from the Bureau of Justice Assistance, or your state’s grant provider. For Section C, you will create a Gantt chart. Refer to the Reddington and Bonham text for guidance. There are also several examples in this week's Content area. View the Gantt Chart as a step-by-step map showing how your program will be implemented. Number your steps, and put them in chronological order. Then designate the timing of that step. The chart provides the whole picture of your program implementation. In Section D, you will design your method for monitoring staff performance with a detailed plan. In Section E, you will continue to develop your plan to build support, including responses to possible resistance. |
