Read the exemplary practice noted on page 17 in Partnerships In Preparedness - A Compendium of Exemplary Practices in Emergency Management Volume IV entitled "Industry Self-Assessment Program" and create a response on whether a program like this would work in your jurisdiction (utilize Tampa, Florida) . In addition, comment on what resistance you might run into in implementing it and how you would plan to overcome the resistance.
