The Tribal Labor Sovereignty Act of 2017 (HR 986) provides that any enterprise or institution owned and operated by a Native American tribe located on its land is not governed by the National Labor Relations Act. Non-Native American employees seeking to form a union do not have the same legal protections as do other employees. Is this fair? Explain and support your answer.
