Alexander Hamiltons assertion that laws are a "dead letter without courts to expound and define their true meaning and operations" reflects the crucial role of the judiciary in the interpretation and application of laws. This statement underscores the necessity of a competent and independent judicial branch in any functional government. The institution of the Supreme Court of the United States (SCOTUS) performs a function essential to the governement by acting as the ultimate arbiter of legal disputes and ensuring the constitutionality of laws. SCOTUS has the authority of judicial review, meaning it can assess the constitutionality of actions taken by the legislative and executive branches. "the Court is charged with ensuring the American people the promise of equal justice under law and ,thereby, also functions as guardian and interpreter of the Constituion." (Supreme Court of The United States). This power allows the Court to interpret the Constitution and establish legal precedents that guide lower courts and shape the development of legal system. The relationship between the Supreme Court and the other branches is one of checks and balances. The court checks the powers of the legislative and executive branches by determining the constitutionality of their actions. At the same time, the Court is dependent on the other branches for the enforcement of its decisions. This interplay ensures that no single branch becomes too powerful and that each operates within the limits by the Constitution. Hamiltons perspective in Federalist No. 78 suggests that the judiciary's primary function is to exercise judgment rather than wilding politcal power. Hamiltons view today may been argued that while the judiciary lacks the power of the purse and the sword, Federalist No.78, it has a significant impact on policy and societal norms. Hamiltons perspective remains relevant in the sense that the judiciary's strength lies in its impartial interpretation of the law, but the impact of judicial decision on contemporary politcal and social issues has evolved.

2) RESPOND TO ELI’S POST BELOW

Alexander Hamilton wrote 'dead letter without courts expound and define their true meaning and operations' and its basically "that the constitutional structure of the Union under the Confederation is weak and unable to support the demands that are required of a modern nation or a continental republic". So for every court or branch of government they all have of limit of power. So that there is judicial independence throughout the courts. The constitution has barriers in place where courts are independent from the control of elected branches. 

As far as it being correct today, I do not know the specific details of the courts. I hope that they follow good judgment and that the branches do not gain too much power to overthrow another. For anything like that to happen then I think the constitution now goes out the door and will need to be rewritten.
