Finding Terrorists within the Community

It is true that anyone could be a terrorist. Assume that you are policing in a densely populated, highly diversified community.  How would you go about enlisting a broad spectrum of the community in helping to identify possible terrorists and terrorist’s targets?  What would be some of the challenges of asking the different cultures to work together?
