Math-intro to Statistics

2 very simple questions..... 

1) In the  US,  about half of all homes with a  basement also have a  sump pump.  A plumbing company surveys 673 homeowners with basements, chosen through a random sample, and finds that of those 673, there are 392 who own a sump pump.  Does this survey constitute significant evidence that Chicago homes with basements have sump pumps at a higher rate than the average in the US? Use a hypothesis test to support your findings.
