The purpose of this paper is to explore the changes in Texas laws regarding counselors'

assessment practices, compare these laws with the International Test Commission (ITC)

statement, and analyze key points from the Multicultural Assessment Standards.

Additionally, this paper discusses important ethical and legal considerations and reflects on

the learning experience.

Assessment Laws as they Relate to My State

Since the publication of Naugle (2009), there have been updates in Texas laws regarding

counselors' rights and responsibilities in assessment practices. In Texas, licensed

professional counselors (LPCs) must demonstrate competency in administering and

interpreting assessments, as outlined by the Texas Behavioral Health Executive Council

(BHEC). Counselors are required to have proper training, which may include coursework,
