Local program should be focused in a small community in Baltimore Maryland (Randallstown, Windsor Mill, Gwynn Oak, Halethorpe, Huntvalley, Owings Mills, Baltimore City, Essex are all examples of communities in Baltimore). Project should have a specifically tailored name.
