I am looking foe an argument essay about how to let high school student read more book outside the school, 

 Rules of thesis apply: the more specific the better.  For a proposal, go ahead and start your thesis as “[the intended audicne] 

should . . .”     Your job is to 

convince readers to do the action you want them to take

Next, in creating this paper, you are to specifically use the problem-solution outline taught in class .  We need a normal introduction with clear thesis.  Then we need a problem/goal section (remember to show the cause!).  

The third section is the solution section—show your thesis will fix the problem.  Usually there is then an emotion section and a 

conclusion.

the cause, too many other entertainment tools and information resources like social media, tv, smart phone, the solution the parents must limit or control the way them kids using this tools and encourage them read book.
