Youth action against HIV project

There had been a rise in the number of youths affected by HIV and AIDS. It had been observed that youths no longer use protective gears. In America, 50 % of those infected by HIV and AIDS were youths. Texas was well known for its large number in the youthful, population, an increase in immoral activities more so in colleges and universities.

Project description

Hope youth group in Texas seek to expand its community-based program, especially on issues to do with curbing the spread of HIV/AIDS among the youths. The main objective of the Action against HIV program was to reduce the rate of spread of HIV among the youths in Texas with a vision that there shall have zero instances of new HIV victims and that at least 80% of the Texas youth population underwent HIV testing. The program was triggered by the recent county reports indicating the youths as the most vulnerable victims of HIV/AIDS. The $2, 504,300 requested shall assist in the purchase of test kits, condoms as well as funding of our ICT hub. The fund would also cater to our activity expenses within the period indicated. The group had been in operation for four years and has undertaken three major projects since then, which have been successful.

Texas, as state covers 6208sq KM and has a population of approximately 1,098,584; male are 49%, and female is 41%. The population growth rate is 1.7% with a current estimate. The importance of this study was to educate youths on the importance of using protection during sexual intercourse.

The General objectives of the project were to curb the high rate of spread of HIV among the youth. Specific objectives were, to find a way to reduce instances of stigmatization, to provide protection means, to address unemployment as a major cause of HIV, to provide guidance and counseling to both the affected and the infected, to provide feeding programs for the infected, Attain full testing of all the youths in the county and organize co-curricular activities such as sports, camps and other services where afterward the youths can be encouraged to get tested.

Project scope

On April 2019: Submission for the proposal and waiting for the feedback from the donor. On May 2019; Expect grant notification from the USAID donors.

Source for professionals such as clinical officers, nutritionists, motivational speakers and psychologists who are experts in handling HIV cases, Prepare the necessary resources that would be used for the project and then prepare the venues and create awareness of the project to the public.

The high-level task to complete the task was curbing stigmatization by creating awareness and community health education, supplying contraceptives freely in the conferences and other co-curricular activities and emphasize on the importance of their uses. Also, ensure that all the hospitals and dispensaries have contraceptives and can distribute them freely and establishing an ICT hub to curb unemployment.

This project seeks to take a maximum of six months since it is based on Texas Austin County, which is not a very big location. Moreover, since most of the youths are working and may not have all the time to come for testing the number of the expected turnouts every day is still.

Project costs and funding

The total cost of the entire project was 2,504, 300. The World Bank was responsible for funding. Staff allowances amounted to 280800; activities consumed 1408500 and support activities had a share of 800000.

The project was funded every quarter. That is in 4 quarters according to the progress of the project to avoid wastage of money.

Project resources

The human resource involved in the project was Chairperson, Coordinator, Secretary, treasurer, and members. The parties involved are the project team and the World Bank.

The chairperson role was to report to the board of managers on the activities of the group and also liaise with the program coordinator in the program and implementation of the project (Harrison, 2017). The chairperson mobilizes collective actions and performance among members and liaises with the program coordinator in the assignment of various roles and duties.

The role of the program coordinator was to supervise the implementation of the projects, to mobilize resources required during project implementation, to assign duties to various officials during implementation and to write to various organizations soliciting for support.

The role of the secretary is to take the meeting of the group meetings and to update the chairperson on matters pertaining venue and days of the meeting. The role of the secretary is to keep a record of finances and budgetary allocations. The role of members is to participate in all the group activities.

Project success

Use of both operational and performances indicators to evaluate performances. It was to be undertaken by a special commission composed of two group officials, two USAID officials and two county government officials and four members to represent the beneficiaries.

In every month, the commission had to evaluate the number of youth who had gone for testing, several condoms issued, activities partaken and people employed.

Steps made to ensure that the project was a success was silencing the right person for each task. That is when the project was kicking off; the main goals was to come up with the right resources for the task that was at hand( Lock, 2017). This could be achieved by having the right person for the task. The second step was to get the team buys in more so at the beginning, which would be helpful to the scope, estimates, schedules, and costs.

The third step was to ensure that there was an executive buy-in. the project needed someone who would knock down any resistance to secure the scarce resources and to manage all the issues of scope in the external and internal clients. The fourth step was to reduce the work in progress for both the internal and external affairs. The last step was to have a schedule for regular meetings and then to define the project scope clearly.

The project management tools used to make the project a success was there an agile methodology that used the sprint approach and the waterfall methodology (Rasnacis, 2017 ).

Conclusion

The project was a success and was completed at the right time. The money funded reflected the outcomes in that no money was wasted. The youths embraced the use of protection as the best method to prevent the spread of HIV and aids.
