Meeting the Ethical Challenges of Leadership: Casting Light or

Shadow, 7th edition

Assignment 1 1.  Explain how leaders cast shadows.  Describe in your experience how a bad leader made you feel and what was the impact?

2.  In law enforcement the chief must often juggle the demands of the mayor, the community and officers and staff when making leadership decisions.  Each of these entities are driven by differing and often competing perspectives, how do you think a chief should balance loyalties to avoid casting shadows?  Which one of the shadows discussed by Johnson (pages 6-19 in the text) would concern you most regarding your chief of police and why? assignment 2 in Chapt 2, Johnson cautions us to be “alert to the process of moral disengagement" (beginning on page 47 in the text).  This can occur when leaders persuade themselves that immoral conduct is actually moral or when they minimize the harm caused to others, or when they purposely devalue  the victims of their destructive actions.  I assume you, as a student, have a clear sense of right and wrong yet like most people have at some time engaged in immoral activities or harmful behavior towards others.  Johnson describes several mechanisms by which we all may at times attempt to turn immoral conduct into moral conduct.  Describe a personal experience and discuss which of Johnson’s mechanisms you used to explain your behavior.  Apply Johnson's ideas on moral disengagement to law enforcement (police officers make moral decisions daily)? How?

Assignment 3 n Chapter 3, Johnson describes the process of developing a personal mission statement.  Let's apply the idea of a personal mission statement to an organization, like a police department.  Assume you have just been appointed as chief of police of a local police dept -this is your opportunity to run a police department the way you think it ought to!   Read chapter three and write a mission statement (in your own words) describing your police dept's purpose and identify 3-4 values by which you want your dept to achieve its mission.  What steps will you take as leader of your agency to make it happen?

Assignment 4 Immanuel Kant feels that people have a duty to "do what is morally right no matter the consequences".  What if the County District Attorney decided to apply Kant's Categorical ("without exception") Imperative in deciding how to prosecute all future criminal cases that came before him.  List several pros and cons that might result from this decision.  Overall, is this a good or poor decision? Explain your answer (hint: refer to Johnson's Applications and Cautions)

Assignment 5 n Chapter 6, Johnson introduces James Rest's Components of Moral Action.  In Component 1, Moral Sensitivity, Rest discusses the importance of recognizing ethical issues.  Which of his steps in Component 1 do you think particularly important for criminal justice leaders to follow in being sensitive to moral or ethical issues?  Where do they fail?  Explain your answer.

Assignment 6 In Chapter 7, Johnson compares argumentation and verbal aggression in exercising influence.  In a paragraph or two, identify and explain forms or examples of faulty evidence and reasoning in the public argument concerning the ethical issues of either gun control or capital punishment.  Draw or cite from websites, newspaper editorials, debates, public media, arguments and your personal point of view.  Considering Johnson's discussion, do you see any shortcomings in your own argument that can be eliminated?

assignment 7 1.  What is meant by a zero-tolerance policy and how is it important?

2.  Find an actual policy statement within any organization of your choice (i.e., City of Portland, Portland State University or Portland Police Bureau) that signifies zero-tolerance for destructive behavior. Quote the policy in your response.  Explain the leader's role in that organization regarding that policy.

Assignment 8 1. Considering the role of police in society, a crisis may occur within a police organization or in the community it serves.  Johnson says that assuming responsibility is the foundation of ethical crisis leadership.  Why would this be important for law enforcement leaders? 2. Define transparency as it applies to a public or governmental organization. Why is transparency critical to ethical crisis management, particularly for criminal justice? (Include a reference to your supplemental textbook in answering this part)
