Why are temporary files created?
Windows TEMP folder
Safety measure
One place disk cleanup usually overlooks is the Temporary Files located in the “TEMP” folder. The creation of the Windows Temporary file folder is a safety measure in case of system crashes. For example, Microsoft Office will create a temporary file of the document you are currently working on. Ideally, once you exit, the program removes the Temporary File. However, if the program crashes, the Temporary File remains. Software that uses large amounts of data such as graphics, video or media editing software will also store Temporary Files.

to show you the process of locating and deleting the temporary files a disk cleanup utility cannot find
Steps we’ll take:
Find and open Run command
Use the Run command to locate the TEMP folder
Delete the files in the TEMP folder

Use the Run command to locate the TEMP folder
Delete the files in the TEMP folder
Find and open Run command
Right click the Windows tool menu located at the bottom left of your task bar
Locate and click on “Run”

Delete the files in the TEMP folder
Use the Run command to locate the TEMP folder
Type into the Run window: %systemdrive%\Windows\Temp
Click on OK

Delete the files in the TEMP folder
Select all files in the TEMP folder
Right-click and delete
On your keyboard press Ctrl+A to select all files
Files currently in use cannot be deleted. You will need to skip these files by:
Check the box: Do this for all current items
Skip
Delete the files in the TEMP folder
