The Colorado health care sector mainly aims to increase the contributions towards payroll form the employees and employers. Through this the quality of outlying benefits which employers can offer to its employees with an intention to increase their satisfaction and commitment level can increase greatly.
Internal and External Environments
The plan of deducting payroll from both the employer and employee’s side will be influenced by several internal and external factors of the business. The external factor of income tax will affect the contribution made by the employer and the employee as well. The relevant consumption trend and per capita income level present in a society will also affect the decision to increase the payroll contribution and its execution process as well. The wage laws and regulations present in the society will also directly affect the increased payroll contributions project in Colorado hospitals a great deal. The internal factors like employee’s behavior and their perception towards acquiring more marginal benefits will directly influence the employee’s contribution level. The internal performance level practice by the employees will also affect the decision of employers to increase their contribution towards employee’s payroll volume (As the employees are the ultimate beneficiary of the payroll base benefits). Laterally, the existing or current work base facilities available for the employees also affect their perception to increase their payroll contribution level (Patrick, 2017).
Effects of the Environments on the Success of Policy Plan
The extent of influence held by these internal environmental factors are quite prominent in contrast to the influence of external environmental factors. Internal factors of a workplace bring a direct and in-depth effect towards the success of the current policy plan (increase in payroll contribution). Through these internal factors, the extent of contributions towards payroll levels can have either a positive or negative impact. If the employees are not ready to obtain more marginal benefits and chose to hold limited or less wage rates, then the employee’s responses towards the increase contribution of payroll can have an adverse effect. Also, the quality of productivity, efficiency and performance practice by the employees directly affect the employer’s perception and intention to increase the payroll contribution level. If the employee's performance levels are not up to the employer’s expectations, or not meeting company expectation set by the desired benchmark level, then the employer will not increase its contribution towards payroll. However, if existing workplace conditions are already up to the mark and are in good standing, then employers will not be ready to increase the contribution towards payroll. In presence of such scenarios, the success of the policy plan will affect adversely (Malhotra, 2015).
The Various Benefits of Implementing a Change
Through implementation of the policy plan, the scope and vision of the medical and healthcare facilities offered by Colorado medical sector towards organizations' employees will go up. This will increase the quality of life and the level of medical health-based services available for the public as well. This will also increase the quality of education of children as well and provide more insurance coverage for the employees and their families. This will help to minimize the amount of diseases that are threatening the public and improving the living standard and quality of living as well within the Colorado communities.
Ethical Considerations to be Considered
By implementing the health policy, the amount deducted from the salary of employees will go up and the amount of net salary earned by the employees will reduce. It will decrease the spending abilities of the employees. In case of low wages, the salary rate increase in payroll deduction will reduce the salary level of employees causing a struggle in making a living wage. Therefore, the employee’s ability to purchase the necessities of life can be affected adversely, which can become a cause of stress among the employees and can persuade them to turn to illegal activity and unethical decisions ( such as drugs, prostitution, and stealing) which are completely unethical and harmful towards the communities they reside in. Therefore, the range of salaries paid and the need of employees, along with the cost of living that is affecting the economy must be taken into consideration to minimize the extent of unethical effects.
Conclusion
Employers are bound to make the workplace and organization a desired place to work for the employees. Employers must initiate various steps in this regard to make the employees satisfied. Payroll deductions for health care are taken from payroll by the employer with the intention to provide the employees with health care in turn increase the quality of life and life-based benefits for them and their families. By increasing the deduction volume, Colorado healthcare sector can enable its employees to obtain health insurance in, turn it aides in better quality of life and offers employer’s higher performance results from them.
