Ten Steps to Successfully Manage Project Procurements 1. The Make or Buy decision MUST be made at the time the INITIAL project

scope is defined. 2. Buy Items MUST be defined into three (3) categories:

- Major Complexity Procurements

- Minor Complexity Procurements - Commercial Off-the-Shelf (COTS) Procurements

3. Each Major Complexity Procurement MUST have a designated team leader / manager.

4. The Major Complexity Procurement team leader / manager SHOULD be supported by a “multi-functional team.”

5. Each Major Complexity Procurement MUST have an “independent cost estimate.”

Ten Steps to Successfully Manage Project Procurements 6. ALL Project Procurements MUST be “scheduled” to support the master

procurement schedule. 7. Each Major Complexity Procurement MUST have a “risk analysis (register).”

8. Each Major Complexity Procurement SHOULD be assessed as to which “contract type” is appropriate:

- Firm Fixed Price - Cost-Based

- Time and Materials

9. The “Management Oversight Requirements” MUST be determined and incorporated into the Procurement Solicitation (RFP) AND ultimately into the negotiated Contract.

10. In ALL cases, a formal “Procurement Management Plan” SHOULD be developed, disseminated, implemented!
