Yes IoT are governable by a framework. There are four basic components of IoT framework: First is the Device Hardware. This requires an idea of architecture and working of various micro controllers along with various sensors. The next component is the device software component. This requires writing programs to configure controllers and making it act accordingly. Also requires knowledge for how API’s work inside micro-controllers and how one can make libraries for programming. Next is communication and cloud platform. This requires the basics of wired and wireless communication. Cloud in itself is an indispensable part of IoT and requires knowledge for how Cloud technology works and its IoT integration. And final component is the cloud application. It is a software program where cloud-based and local components work together which have faster and easier accessibility. It serves the purpose of improving our ability to use the system to maximum potential. IoT frameworks or collaboration can align along components of the system like LoRa Alliance’s LoRaWAN.
