In the scenario, the smallpox viruses have cause a worldwide epidemic three weeks after the attack in

Berlin.

Each sick person infects two-thirds of the unvaccinated people they have come into contact with.

Although they were just a few hundred infected persons in more than 30 countries, the panic outbreaks

are almost uncontrollable.

Entire hospitals are put under quarantine and armed guard.

In New York, Marla Baldrin is also in an isolation ward with her mother, Helen.

By now, the World Health Organization assumes a bioterror attack is on their hands. Congress attendees

national security, well, you really have to ask the question, is our security at some nominal border? Or is

the security the health of our population and the vulnerability of that health status?
