Introduction

Power structures have existed in societies across the world since the beginning of time. People perceive power differently and this could be source of tension and conflict between parties. In the U.S., members of some communities conflict with the law enforcement agencies, leading to undesirable social implications. However, the U.S Department of Justice uses Community Relations Service (CRS) to address and prevent tension between the community and law agents. Particularly, the tension and conflict between the African American community and the law enforcement agencies has led to many social issues (Bryant‐Davis, Adams, Alejandre, & Gray, 2017).

These power structures state the role of every individual in the society.

The actions of people in the society depend on the power bestowed on them by the provisions of the constitution.

From time to time, structural changes in the society induce changes, requiring amendment of some sections of the constitution. Overall, the power structures in the constitution state the role of every individual in the society. The actions of people in the society, in turn, depend on the power bestowed on them by the provisions of the constitution.

The only time that the members of the community have power is during the electioneering period when the electorates make decisions that influence the positions of the political class. This perception indicates that the law enforcement agents must serve the community first.
