Read carefully the attached 2000 WSJ article, Withdrawal Pains: In Paddies of Vietnam, Americans Once Again Land in a Quagmire.” We have talked about institutional environments all semester and the case of American Rice’s FDI adventure into Vietnam (which ultimately failed) is an illustrative example of the difficulty for outsiders to really understand the host country’s legal, political, economic, and socio-cultural rules, regulations, expectations, and belief systems.

Here are your instructions for the 3-paragraph essay you will write:

1. In the first paragraph, define the concept “creeping expropriation,” and explain how this article perfectly describes it. Give specific examples with explanations from the article that provide supporting evidence.

2. In the second paragraph, explain the time line of events, from when McCombs arrived in Vietnam until he was forced to leave. Describe how and when the key events (in your opinion) unfolded. Be sure and explain which of Madame Trieu’s demands was the kiss of death for American Rice’s ability to succeed in their Vietnamese joint venture. By “kiss of death” I mean the one thing that Madame Trieu demanded that pretty much guaranteed the failure of the JV. Defend your perspective with concrete information from the case.

3. In the third and final paragraph, explore and explain what you think a) McCombs should have known before he arrived in Vietnam, and b) what he could not possibly have known before he arrived in country. Then defend your perspective about whether McCombs was mostly to blame for American Rice’s failure or not. Keep in mind the time of the events and the fact that computers and certainly email were not yet common in the business world.
