The Fort Worth Code Violations dashboard provides a clear administrative picture of where the code enforcement activity is focused, how cases are being resolved, how violation activity has evolved over time, and where managers can consider workload. In general, the dashboard indicates that the property-related concerns are the major concern in the data set, and most of the violation records have been closed.
The most important pattern is shown in the Top Complaint Types chart. The most common complaint is Property Maintenance with 74,414 violations. This is significantly higher than any other complaint: Solid Waste Violation, High Grass/Weeds, Vehicle, and Zoning. This trend indicates that the city is concerned about the maintenance of its properties and that this is likely an issue that will need continued monitoring by code enforcement managers. There is also an important performance pattern that can be seen in the Open vs. Closed chart. Most violations are closed and a small number remain open. This indicates that the department is addressing the majority of reported concerns, but there are open cases that should be monitored as a backlog.
The annual trend chart indicates code violations peaked in 2016 and decreased in the subsequent years. The lower value in 2020 could be because only part of that year is represented in the data or administrative activity has changed during the COVID-19 period. The officer workload chart also shows a management problem, as most of the records are in the “Other Officers” category, with a smaller percentage of records in the named officer category (i.e., Era, New; Dooley, Shelby; and Payne, Jeff). This chart can be used to consider staffing, assignment patterns, and if future data should be split up individually.
The most helpful chart is the Top Complaint Types chart, which will instantly tell you which complaint puts the most administrative burden. A supervisor can easily determine that Property Maintenance is a priority area to plan, inspect, prevent, and allocate staff. The dashboard could be useful for an organization to make decisions about where to allocate resources, if violations are on the rise or falling, how quickly cases are being closed, and how workloads are being distributed among officers. This way, the dashboard transforms administrative data into real information that can help to make better management decisions (Frempong et al., O. 2022).
