METHOD STATEMENT FOR PRINCE GEORGE’S COUNTY PUBLIC SCHOOLS EDUCATIONAL STORMWATER MANAGEMENT FACILITY PROJECT

Introduction:

The Storm Water Management Facility (SWMF) Project will be conducted to the clients’ budget, specifications, and schedule. This Method Statement covers the cautiously controlled construction of stormwater drainage, site clearance, leveling, utility installation and maintenance of controls on the land known as 6001 Good Luck Road, Riverdale, MD 20737. The site facility in question accommodates the outfall to one of existing stormwater drain, has adequate construction space, and does not share any party wall agreements.

The site lies on a 34.96 acreage with highly erodible soils and within a watershed with Sediment TMDL. Upon project completion, site clearance will be agreed, finalized and the site left clear and clean. Before commencement of works, any existing utilities will be identified and marked by the chief contractor and either diverted, isolated or removed.

A full process program/schedule for the project will be made available for continuous review of the SWMF Project.

Site Description:

Transfer of Information from Client to Contractor:

· The site investigations will be conducted to establish the engineering properties of the ground on which the Storm Water Management Project will be founded. Information on the engineering properties and details will later be communicated to the field work foreman.

· Proximity hazards, for instance, underground utilities, overhead power lines, etc. must be identified and marked by the foreman. Necessary permissions to be obtained and the Site Manager be kept informed.

· The appropriate excavating, lifting and moving equipment must be selected depending on scope, volume, reach, weight, etc.

· The stability of the receiving structures must be confirmed.

Attendances:

Before commencement of work on site, the contractor/ site manager/ foreman shall: -

· Use cable detection equipment and tools to accurately pinpoint service locations on the ground and mark the same.

· Consider site access onto, around and from public access roads before vehicles, machinery, materials, tools, and equipment arrive on site, taking into account the:

· Site Traffic Management Plan

· Designated work area for delivery vehicles

· Storage area for materials.

This crucial information to be identified and communicate to the ground works foreman/ sub-contractor.

· Make welfare facilities available to all persons on site.

Work activity:

Pre-start checks:

The pre-start checks must cover the following critical areas: -

· Availability of plant and equipment to be used on site; ground conditions; ground stability; manufacturer’s technical data (e.g., the weight of each of control devices); suspension of works in case of adverse weather conditions (heavy rain, strong winds, etc.); welfare facilities and proximity hazards.

· Ensure the site clearing and excavation area has been checked for any underground and overheads before the commencement of works.

Hours of Work:

Work hours for the project shall be as follows:

Monday to Friday 8:00am to 5:00pm

Saturdays 8.00am to 1.00pm

Visitors:

A daily visitors log shall be maintained for the entire duration of the project contract. All persons entering the site shall be obliged to sign in/sign out, state the nature of their business and the reasons for visiting. Before the signing of the visitors log the said persons must have read and understood the project site rules and regulations.

Site Management:

For the period of the project, the main contractor will maintain a Site Supervisor, who will be proficient and experienced in this type of stormwater drain project.

Personnel:

The persons employed to carry out the construction works shall be competently trained and experienced. During project induction and orientation, all personnel shall be thoroughly acquainted with the contents of the Work Method Statement.

All vital records of site-specific training and orientations for all works performed shall be maintained by the site manager/site supervisor at all times during the duration of the project within the site administration offices.

Any relevant training or qualifications certificates shall be photocopied and kept in the site personnel records file.

Manning Levels:

The staffing level on site will vary depending on site-specific activities but will chiefly comprise of the following personnel:

Every demolition or plant operative will identify himself/herself to site management on arrival at the site entrance.

Plant and Equipment Details:

· The Contractor/ Site Manager/ Foreman will inspect through inspection reports and examination certificates for all vehicles, plants, and equipment.

· Only approved excavating, lifting, compacting and moving equipment with current test certificates will be used.

Production rate

Deliveries and Site Access:

Required constructional and utility installation units to be delivered to site on articulated trucks, and directed to designate loading areas.

The grounds supervisors are to be given details of the number and size of trucks to be used and all access requirements.

Reference Documents
