Ensuring Tourism is Sustainable

A look at the “Swim with Tuna” Eco Tourist attraction by Oceanic Victor

1

Orientation

Oceanic Victor have been granted a licence to place a swim with Tuna attraction in the safe harbour of Victor Harbor

Environmental Concerns.

The waters of Victor Harbor are typically to cold.

OV owners are from Port Lincoln, will they be living in the community now?

Boost to tourist industry.

I chose the scenario Ensuring tourism is sustainable, as the new development by Oceanic Victor, is claimed as an Eco Tourist attraction, but has some potential unsustainable qualities.

When it was proposed in 2015 It was met with mixed feelings by the local community.

Concerns included,:

large exclusion zone limiting local sailors

Trapping Southern Blue Fin Tuna for human entertainment,

Shark attraction

damage to the ocean floor and surrounding sea grasses.

Long Nose Seal activity which could result in a further decline of the local Penguin population.

There were also members of the community, that thought a new large scale, private tourist attraction was what Victor Harbor needed to revitalise the town. Bringing in Tourists and the creation of local jobs

Oceanic Victor began operating in Sept 2017, and now the community will have to wait to see if the attraction is sustainable. Unfortunately, if it is found to not be, it may be to late for the damaged environment surrounding it.

2

Definition of sustainability relevant to the scenario

Definition 2: ‘Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs’ (World Commission on Environment and Development, 1987).

Note this definition links sustainability to the idea of 'development'.

I have chosen this definition by the World Commission on Environment and Development, as it sits nicely to my chosen scenario of a eco tourist development. Which if found to NOT be sustainable, will have compromised the environment for future generations.

I will go about re writing this definition in my essay, and Reference this to.

3

Thesis

The proposed tourist attraction, Oceanic Victors aquatic development at Victor Habor, cannot succeed long term, unless it is designed to protect the environment, despite what the social and economic benefits the community may be through a boom in tourist dollars, as there is much at stake for future generations of the town.

Many of the concerns relate to the environment on this development. As such, the essay will need to continually refer to that pillar to argue for or against the developments long term sustainability.

Because there are so many potential environmental issues. I will need to narrow down and focus on 2 or 3 which can be addressed.

5

Environment

Sharks being attracted

Damage to seafloor/ grasses.

Entrapment of animals for human entertainment

Effects on animals with close, frequent human interactions

Increased seal activity

Penguin colony at risk with an increase of seal activity

Effects on animals on close, frequent human contact

Fish being fed to satiation

Whale season may be affected

Narrowing down environmental concerns will be a challenge to stay within the word count. Finding relevant information and resources will be useful in doing that.

The attraction or migration change of sharks is a large concern as the Fleurieu Peninsula has some fantastic safe, surf beaches

Many of which are used by Surfing schools year round.

Damage to the seafloor is also a concern as it is home to the marine ecosystem,. The concern is that any waste, from the fish themselves or from overfeeding, will find its way to the seafloor and cause damage to the fragile sea grasses in the area.

6

Social

Is it morally ok to keep wild animals in a cage?

Community members want it as they see jobs, increase of tourism, something new.

Some community members are worried about Environmental impacts on the area.

Concerns on what a possible shark attack could do to the Surfing industry - A social issue, which could have Economic effects.

Large 25Hectare exclusion zone in the heart of the bay

Will create jobs.

Community divided. Some don’t believe that the water conditions will make the aquatic experience sustainable long term. Cold, murky water.

Victor Harbor Yacht Club, have lost a large area that has been used for safe sailing. They are also concerned what a shark sighting, or attack could do for their club membership numbers.

Oceanic Victor have claimed that the development will employ 50 locals. With the aquatic pen, penguin centre and café.

7

Economic

Who will benefit?

OV and its owners

How many employees? Do they live in the community

Penguin centre and café on island get a boost

More tourists taking Horse tram across.

Tourists spending the day in VH

Cost per person to visit

Threat of shark attack to surf school industry

http://horsedrawntram.com.au/gallery/

Economically, this development has merit. It is a private company, who intends to invest in new development on Granite Island.

The concern will be whether tourists will be willing to spend the money on the attraction

In addition to coming to Victor Harbor for this aquatic experience, tourists will be able to spend some time in the town, which will boost the local economy. This may create more local jobs, and further spending by locals in local shops.

However, there must be some concern by Surf School owners, on what a possible shark attack could do to their industry.

So far, these are the references, I have used to find sustainability definitions and information regarding the development, and impacts

The Submission and response article is a wealth of information, on how Oceanic Victor have responded to the community concerns.

The Oceanic Victor website will be used to find costing, and relevant information on what is available to the attraction.

The Business and Biodiversity web page had some interesting points on tourist attractions who rely on the environment,

Trying to extract fact and public opinion may cause some issues. There have been a few media articles about the attraction, which may be used.

9

Conclusion

Narrow down what issues I want to cover.

Find resources to back up, what is and isn’t sustainable to this development.

Information overload. Narrow down, what’s relevant to the development.

Facts not feelings.

Address conflicts. Does this make the development Sustainable across the 3 pillars.

Need to narrow down the conflict issues. Particularly for the Environmental pillar. As this has many concerns. But I feel some of these are moral and emotional. Need to be more Scientific with what can be sustainable.

Lots of information, including media articles. But need to find scientific papers to prove the issues are or aren't sustainable.

So far I think I am tracking well. This is a development that I have been aware of since it was first proposed, and still have mixed feelings on. As a local, I would like to see it succeed, as that will have a great roll on effect to the town, creating jobs, and the roll on effect of tourist dollars. At the same time, I am concerned about the possible, long term environmental effects it may have.
