The Operating system always acts as a communicator to all the system software, hardware, and client correspondences. While designing or developing the software, they develop the software keeping in mind about the compatibilities and the incompatibilities. The Operating system can be the same, but there can be multiple version on the same OS and the compatibilities vary based on the operating systems.
As mentioned, there are so many types of operating systems in the market and each OS will have their criteria.
