Introduction

Whether or not all states should require motorcyclists and passengers to wear helmets remains a controversial issue among lawmakers and other stakeholders in the national transport sector. One major reason for choosing this topic is because repealing the laws that require motorcyclists to wear helmets will automatically lead to increased injuries and deaths from crashes. The second reason, it will help to reduce road accidents. The central position of thus paper would be, all states should require motorcyclists and passengers to wear helmets.

Audience Analysis

My target audience has the following key characteristics;

1. New Motorcyclists-Perhaps reading this paper will see to it that together with their passengers, they wear helmets to protect themselves against injuries and possibly death, (Decision-making power).

2. State officials and lawmakers who are directly involved in the passing of the new legal requirements. They need to consider not repealing the requirement of motorcyclists and passengers to wear helmets purposely to avoid further injuries, accident-caused disabilities and avoidable loss of life (National Highway Traffic Safety Administration, 2015).

3. General public-This is composes of the motorcyclists and passengers. They need a better understanding of the role of helmets in protecting riders and passengers.

Scope

This paper will consist of the following sections;

i. Thesis Statement- Should all states require motorists and passengers to wear helmets?

ii. Introduction-Under this section, I will furnish my thesis statement “Should all states require motorists and passengers to wear helmets?” This section will also state the purpose and goals of the persuasive paper, restatement of the thesis statement, and my position regarding the topic. This will give the reader a glimpse of what the entire paper addresses and its position as far as the topic is concerned.

iii. Body-This is the section where I will explain each and every important point. It will contain the questions, answers, reasons, arguments, statistics, expert opinions, visuals, graphics, relevant examples, etc.

iv. Conclusion- Here I will re-tell my thesis statement and a recap of the key points discussed to convince the reader about my position regarding the topic.

Key Questions to be answered

1. What are the implications of all states requiring motorcyclists and passengers to wear helmets?

2. How do different states approach laws regarding wearing helmets?( Different laws enforced in different states)

3. Why different states have different laws regarding the same? (Parameter they use to determine the laws)

4. What are helmets and what risk are posed of motorcyclists and passengers do not wear them?

5. What is the current state of affairs regarding the issue?

Research Plan

Rationale-The importance of this paper is to justify the need for all states to require all motorcyclists and passenger to wear helmets.

Question: Should all states require motorists and passengers to wear helmets?

Literature Review- What have other researchers written about this topic? What statistics are available regarding the topic?

Method- Review of peer-reviewed journals and articles about the importance of wearing helmets when cycling.

Bibliography-Acknowledgement of the authors of the pee-reviewed journals, books, articles, etc.
