After critically analyzing different New Hampshire business regulations I managed to come across regulation section number 110.02 where it outlines a license is required for any person to commence or conduct, or propose to commence or conduct, either directly or indirectly, a business within the city and identified by the provisions of this chapter, unless a license therefore, expiring on April 30 annually, has been issued by the City Clerk upon payment of the fee prescribed by the provisions of this chapter (American Legal Publishing, n.d.). I live in North Carolina where it would also be illegal without a certificate of registration. State regulations and their various differences make it crucial for a procurement officer to thoroughly research what regulations may apply to the case at hand, especially if other states are involved in the procurement.
Another example of local laws that are extremely important in how compliance is maintained include the Ballot Measure 109 (M109) that is also known as the Oregon Psilocybin Services Act. M109 directs Oregon Health Authority (OHA) to license and regulate psilocybin products and the provision of psilocybin services (Oregon Psilocybin Services, 2022). This is only legal in this state whereas in the neighboring state of Idaho the use of psilocybin is illegal and criminalized in all regards.

Hello Classmates,
I have just spent over an hour attempting to locate Manchester New Hampshire’s business regulations, via our module four reading and resources links provided. They did not work well at all for me. Through a regular web search, I finally found something through “American Legal Publishing. It looks like The city of Manchester N.H. reversed the ordinance that once required a business license in order to sell used Christmas trees as fuel, for wood burning stoves. This means that unlicensed individuals can sell used Christmas trees to burn in furnaces” (American Legal Publishing, 2023). Also, I could not locate any information that stated it is illegal in the state of Colorado to sell used Christmas trees as fuel for wood burning stoves.
To me, the importance for a procurement officer to understand/acknowledge any other cities’ regulations that they are doing business in or with, should be high. Often times, businesses “accidently break regulations” simply because they didn’t do their research prior to conducting procurement business, in a different location than their own. And this sort of sticky situation usually costs the business money, money which was not accounted for in the project procurement plan……potentially putting the project success at risk.
