The subcommittee of Health of the committee of energy and commerce held a meeting on tenth of December 2019 at 10:00 a.m titled ‘Proposals to Achieve Universal Health Care Coverage’. This was done of behalf of the five thousand member hospitals healthcare organizations and health system. Other members were over two hundred physicians, two million nurses and forty three thousand health care leaders. In the meeting the motions that were discussed included the importance of health coverage, approaches of health care and how health care can be promoted in America.

To be able live a productive healthy and secure life, it is important to define a meaningful health care system. Various studies show that affirmative health coverage promotes the well being and whole health of an individual. Closing the coverage gap is therefore important and was one of the motions that were proposed and focused on. This would happen through insuring the 9% of the United States population who were yet to be insured, through the Medicaid offered by the states. Aproach of the health care by being supported by reimbursement from the Mediaid and Medicare is still lacking the support of the government, mostly due to delayed payments and retroactive changes. Politicization is also another approach that is affecting the approach of health care since today's rules are not always guaranteed to apply in the future days, which poses as a challenge on how health care is provided to Americans.

To promote health care in America the council recommended that the Medicaid should be expanded in the non-expansion states to give new states more access. Provision of federal subsidies should be provided to lower and middle income families and individual. The marketplaces should be strengthened to improve affordability and stability or coverage through the reinstituing funding of reinsurance and cost-sharing to drive up the the cost of coverage.
