• Requirements need to be clearly defined – Information transfer from project to program to program

stakeholder

• Programs have a larger degree of uncertainty – New projects are added

– New stakeholders need to be identified

– Communication needs need to be addressed

– Program managers leave, new ones are recruited

– Programs generally have a large life cycle
