 This is the start of a good review of a Policy-need aimed at leadership shortfalls in ensuring workplace oversight regarding the use of company equipment for personal matters with a generic organization as a case study. The challenge now is to go from general to specific.

You have a partially researched paper, with three references, that reviews these issues, triggered by ongoing occurrences across different organizations and industries.  It is helpful when you look at things from different perspectives. You then suggest some ideas for solutions, using your analysis of the situation and knowledge about possibilities from your ethics research. It sounds like you are pretty familiar with the topic given your research and observations. Your lead-in regarding this topic was interesting and provided useful context, and could include more about different organizations and industries.

This paper starts with a Title Page (which is incomplete per the Announcement) that signals the topic. An Abstract (summarizing the key results of the paper) could follow leading to a good general Introduction and description of the issue. It is important to clarify the importance of balance--resources to needs, and you do this to a certain extent. 

You have addressed the three key points of this Assignment, to include a focus on stakeholders (especially the employees) and the relevancy of the ethical Issue. Your examples helped a lot and more would be better. The issue is important and needs to be clarified in more detail.

In regard to the key topic I hope you will be able to boil it down to one clear Task. You provide good background and context. Now--state the issue in one sentence and the background will be more meaningful. For example, how to ensure a Equipment Use Policy that meets the needs of multiple stakeholders? 

Your Stakeholder discussion could be a more comprehensive. And how will things be better for all concerned when the policy is finalized?

The paper is best when nicely formatted with sub-titles for the different sections.  Some papers start with background and then provide more context generically, and about the situation, and then arrive at the ethical issue. Another option is the reverse-- issue, organization, background--thus making me smarter up front so I can better appreciate the background. This could work well for you--remembering the value of an Introduction and Summary/Conclusion.

Regarding your writing, look to incorporate more research, use attributed quotes, as appropriate, and of course proofread.

You are moving along and have the foundation for a strong series of Assessments. Now the challenge is to add more detail as you progress--good luck.
