According to our reading, District 4 Move stakeholders are executive sponsor, a client, a project manager, functional managers and operational support ("Stakeholder Analysis", 2018). Based on this information. I would say that all 3000 employees are the stakeholders because they represent what is described.

Communication for this project can be daily, weekly and/or monthly. As we know the communication will vary. Communication that is weekly may become daily if a problem arises and weekly communication may become monthly due to improvement and things running smoothly.
