Learning Goal
In this module, you will learn about the legal cases that impacted the policies and laws governing
language instruction and language acquisition methodology in Arizona and the United States for
English Language Learners including:
• Lau v. Nichols
• Castaneda v. Pickard
• Plyer v. Doe
• Flores v. Arizona
• Every Student Succeeds Act (ESSA)
• Bilingual Education Act - Title VII of the Elementary and Secondary Education Act
(ESEA)
• Arizona Proposition 203 (Led to the creation of our state’s SEI program)
• Arizona House Bill 2281& 2064
• Arizona’s “Move On When Reading”
• Elementary and Secondary Act Flexibility
• No Child Left Behind • Race to the Top
You will know you are successful with this module if you can discuss how each of the above
court cases and pieces of legislation impacted instruction for EL students in the United States and
Arizona.

Module 1 Assignment
For this assignment, you will create a 4-question quiz that focuses the quiz taker on the important court
cases and pieces of legislation that have strongly impacted the education of Els in our state and country.
Part I
The 4 questions you create must adhere to the following criteria:
• Questions may not be yes or no questions
• Questions may be multiple choice, but they must require the responder to defend their response.
• Questions may be open-ended, short answer responses (1 to 2 paragraphs) that show critical
thought
• Questions must require the responder to critically think about the important court cases and pieces
of legislation that have significantly impacted the education of Els in this country.
• Each question must address a different court case or piece of legislation.
Part II
You will also provide an answer key for your 4 questions that highlight what exemplary responses should
look like.
