This article focuses on electronic health records as an innovation in healthcare that has
managed to reform healthcare service delivery. The paper outlines the various legal,
ethical and financial challenges that face EHR adoption in many healthcare organizations.
The paper outlines the various dilemma that often challenge the healthcare sector as far as
IT implementation is concerned. For instance, the paper provides evidence of sale of
patient records by EHR vendors, exclusion of certain patients' health records from EHR
as an ethical dilemma that needs to be addressed in IT governance. IT governance will be
the solution to majority of the legal, ethical and financial dilemmas that healthcare
organizations face.

ethicists, economists, policy-makers, informaticians and clinicians which makes the

The study titled above is a description of COBIT framework in use in a private healthcare
organization. The article assesses the effectiveness of COBIT framework of IG in terms
of its maturity. The article concludes that effective IG in healthcare organization is
difficult and complex. As a result, to counter the difficulties and challenges, healthcare
organizations can implement the most important processes and procedures that are
critical instead of implementing the entire procedures as postulated in the COBIT
framework.
The research is a simple exploratory and qualitative research that uses a single case study
to reach to its conclusion. The research findings leave room for further research on the
need to match organization needs with IG framework implementations.
