Final Term Paper – Best Practices for Situational Awareness

Due at the end of Module # 11

Background:

You and your community survived the Mid Term tornado with only minor bumps and bruises. The County Executive calls you into his office to review the after action on the tornado.

He states you and your team did an admirable job. He then asks your thoughts on how the incident went from your perspective. So you immediately start to explain but after about five minutes, he stops the conversation and states that he (the Chief Elected Official) felt blind in the EOC. On a recent conference trip to the International City/County Managers Association (ICMA) he said that he heard a term called situational awareness in one of the meetings.

He says that he and the County Council want a report from you, identifying how the County EOC becomes situationally aware (How do people in the EOC get a handle on what is going on outside the EOC?). First, he wants you to help them better understand what situational awareness means. Then he wants to know what tools, technology and equipment does the County need to buy to become a situationally aware - All Hazards EOC?

If only you had done some recent technology evaluations…

Deliverable:

Answer these questions:

1.) Define what situational awareness really means in a modern EOC.

2.) Define “All Hazards.”

3.) Identify the equipment, tools and data your organization will need to become situational aware.

4.) Identify a training plan.

5.) Provide a detailed budget.

Only Peer Reviewed Sources can be used for the primary 5 sources.

Additional sources may be used but 5 peer reviewed sources are required as primary – other sources are considered secondary.

This should be a 20 + page paper.
