3. Write in your own words a brief one paragraph summary of the paper.
Part 2:
4. Research and consider the problem of the proposal to relocate the Columbus Crew to Austin, Texas.
a. Provide a detailed background on the Columbus Crew and their proposed relocation.
b. Discuss the pros and cons of the move from the perspective of the Columbus Crew.
c. Discuss the pros and cons of the move from the perspective of the city of Columbus, Franklin County, and the state of Ohio. (You do not have to address each separately.)
d. Can we use the Tiebout model to frame the discussion of this problem? If no, why not? If yes, why? Provide examples to support your argument.
5. You should provide a works cited list and citations for any information that you use in your discussion. Use the MLA format for your citations.

As a starting point for the assignments, you should begin to research the problem. Don't necessarily restrict yourself to the Crew. You may want to think about the problem in the broader context of major league sports teams coming to or leaving a host city?
