Generally, a whistle blower is someone who is already employed by a company or organization. A consideration must be given as to how your actions or lack of action can impact your company and your future with the company going forward. What would you do if you found yourself in a situation in which you knew wrong doing was going on in your organization?

Professional codes of conduct and ethics rules in government help guard against conflicts and situations in which employees may play games with the budget and other items. The Government Finance Officers Association has a strong code of ethics that provide guidance in situations where budget officers find responsibility associated with budgeting.

Ethical considerations are significant. Nevertheless, analysts, examiners, and policy makers do overlook them until a crisis occurs. The codes of ethics provides guidance in the day-to-day operations of professional conduct of budget analysts. Improper conduct can mean fraud, impotent and frustrated policy, inefficiency and counterproductive management practices.
